Understand the three tools
Three new tools of the law access to housing and renovated town planning (Alur), with penalties, are set up:
The declaration of rental
It is deposited after signing the lease, it allows a watch on the rental market and the contact with the owners if necessary.
The rent permit (or prior rental authorization)
It makes it possible to prohibit or submit on condition the rental of a property which would undermine safety, the health of the occupants or would not meet the decency criteria.The request must be filed by the owner, to the community before the conclusion of the lease.The investigation time, including the visit to the accommodation is one month.
The permit to divide (or prior authorization to the division work)
It makes it possible to regulate the excessive division of housing.

The perimeters are specified in deliberation n ° 2021-172 taken by Bordeaux Métropole, dated March 18, 2021.

My accommodation is located within a perimeter of rental declaration
The declaration of rental aims to improve knowledge of the housing rented in order to ensure that the rental fleet respects the regulations in terms of decency, security of tenants and public health.
The declaration must be sent to Bordeaux Métropole within 15 days of signing the rental contract.

The landlord owners expose themselves to a fine of up to € 5,000.

My accommodation is located in a perimeter of prior authorization to rent or "rent permit"
The prior rental authorization makes it possible to prohibit or submit to conditions the rental of a property which would undermine the safety of the occupants or to public health or would not meet the decency criteria applicable to the housing rented.

The prior authorization for the division work (or "permit to divide") aims to combat the excessive division of housing that can harm the housing conditions of the inhabitants.
Divisions of existing apartments or individual houses leading to the creation of several premises for residential use (including in the form of rooms intended to be given for rental individually).

PRIDE ACCUITCTION OF RENTAL (RENTAL LOIGHT)
Personal data collected here is the subject of processing by Bordeaux Métropole in the context of the investigation of requests for rent permit.The collection of these data is compulsory.If this compulsory information is not communicated to us, we will not be able to process your request.This treatment is necessary to comply with a legal obligation to which Bordeaux Métropole is subject.
The recipients of these data are the authorized agents of the Habitat Directorate - a "Rent/divide" unit unit, and in the event of refusal of the rent permit, the inspectors of the Bordeaux Métropole Environment Health Service, the services of the CAF of theGironde, as well as tax services, because of their powers or their right to know of this data for the exercise of their missions.
These data will be kept for 2 years after which they will be archived until the duration of administrative utility then deleted or archived final under conditions defined in accordance with the provisions of the Code of the Heritage Code.
In accordance with law n ° 78-17 "Data Protection" of January 6, 1978 modified, you benefit at any time for personal data concerning you and under the conditions provided for by law, access rights, rectification, to erasure, to the limitation, to submit a complaint to the CNIL as well as the right to communicate instructions on their fate in the event of death.
